Public health professionals, healthcare administrators, policy makers, and graduate students who are involved in or interested in health policy and management. It is designed for individuals working in policy formulation, implementation, and evaluation, as well as those responsible for strategic planning, project management, quality improvement, and organizational leadership. The course is also appropriate for professionals in government agencies, hospitals, NGOs, and international health programs who wish to strengthen their skills in systems thinking, management processes, and change management.

Participants will gain a comprehensive understanding of health policy and management, including the policy process, policy formulation, implementation, and evaluation. The course enhances skills in applying systems thinking, developing strategic and project plans, and translating policy into effective action. Learners will also strengthen their abilities in organizational development, leadership, quality management, and core management functions such as planning, organizing, staffing, directing, and controlling. By completing this course, participants will be better equipped to manage health programs, contribute to policy decisions, lead teams, and drive meaningful improvements within health systems.

The assessment of this course comprises four key components: individual assignments, group work or group projects, overall course performance, and the final judgment of results. Student performance will be evaluated based on the quality of individual work, contribution to group activities, and overall learning outcomes demonstrated throughout the course. Group peer assessment may also be incorporated to ensure fairness and accountability within collaborative tasks. Evaluation outcomes are categorized into three levels—Outstanding (O), Satisfactory (S), and Unsatisfactory (U). Outstanding (O): Awarded to students who achieve more than 28 out of 35 points for individual assignments, more than 10 out of 15 points for group work or group projects, and a minimum total performance score exceeding 50 out of 70. This corresponds to a final score above 85% and is considered a passing level. Satisfactory (S): Granted to students who obtain more than 20 out of 35 points for individual work, more than 8 out of 15 points for group work, and an overall score higher than 40 out of 65. This reflects a final performance range of 65% to 85%. Unsatisfactory (U): Assigned to students whose final result is below 65%. This level indicates non-completion of the course requirements and is considered not passed.

This course is delivered entirely through an e-learning platform. All learning materials, including lecture videos, reading resources, assignments, announcements, and discussion forums, will be accessible online through the designated learning management system (LMS). Students are encouraged to log in regularly to stay updated on course activities and deadlines. Technical requirements for participation include a stable internet connection, a computer or mobile device capable of streaming video content, and the ability to access common file formats. Guidance on how to navigate the LMS and submit assignments will be provided at the start of the course. For academic inquiries, technical assistance, or support with online learning tools, students may contact the course coordinator or the e-learning support team. Any updates regarding course content, schedules, or evaluation procedures will be communicated through the LMS.
